Add FullPageOfflineBlockingView for Requestor Onfido step

Show the FullPageOfflineBlockingView when a user goes offline during the Onfido flow at the Requestor step in the VBBA setup flow.

Tests

• Log into an account that has a workspace set up with no bank account
• Navigate to Settings > [Workspace] > Connect bank account
• Connect manually: Routing number 011401533 and Account number 1111222233331111
• In the Company information form enter Alberta Bobbeth Charleson for the company name and fill out any data in the other fields. Click Save & Continue
• In the Personal information form enter any data and click Save & Continue
• Verify you land on the Onfido page

• Turn off the network connection, verify you are shown the full page offline view

• Turn on the network connection, verify you are shown the Onfido verification flow
