Change beneficial owners source of data from draft

Beneficial owners list is currently retrieved from the defaultValue which makes the draft that a user has is never shown. This PR prioritize to retrieved from draft first, then from the defaultValue.

3. Open Connect Bank Account > Connect bank manually
4. Complete step 1-3
5. On step 4, check "Somebody else owns more than 25% of ..."
6. Fill the Additional beneficial owner
7. Close the page
8. Reopen the page
9. Verify the data you filled before is shown
