[No QA] Fix pod caching logic

Details

This PR is a redo of #19485, which was reverted. The reason it didn't work is because the cache-hit output of actions/cache is true or null, not true or false as the documentation suggests. Therefore fromJSON(null) was causing errors when there was a cache miss.

I also added some logic so that, if you manually retry a workflow, the cache is not used the second (or third, fourth) time. That way if there are any issues with the cache they won't be persistent.

Fixed Issues

$ n/a – deploys sometimes fail when the Podfile.lock has been updated, and I've been manually deleting caches to fix it.

Tests

Merge to test. A very similar workflow was tested thoroughly in this PR.

  • The file has a description of what it does and/or why is needed at the top of the file if the code is not self explanatory
• If a new CSS style is added I verified that:
  • A similar style doesn't already exist
