19700: Arrow key shortcut stops working

Details

The hook useKeyboardShortcut uses the isActive variable to know if it needs to subscribe to the Keyboard or not. The hook useArrowKeyFocusManager which is being used by PopoverMenu wasn't passing that information, and because by default isActive is true it was subscribing event when the popup wasn't visible. Passing that variable fix the subscription bug.
In addition, some hooks refactor were made to avoid extra rerenders and hooks recreation:

• arrowUpCallback/arrowDownCallback: now doesn't use the focusedIndex, because after wrapping it with useCallback it was calling the setFocusedIndex function, which updates focusedIndex and would make the callback recreate
• EMPTY_ARRAY: created a new variable to be used as default, because using a raw array will make the useCallback to recreate given that isn't a stable type

• If any new file was added I verified that:
  • The file has a description of what it does and/or why is needed at the top of the file if the code is not self explanatory
• If a new CSS style is added I verified that:
  • A similar style doesn't already exist
  • The style can't be created with an existing StyleUtils function (i.e. StyleUtils.getBackgroundAndBorderStyle(themeColors.componentBG))
