Hide ReportActionContextMenu when ReportActionItem is destroyed

ReportActionContextMenu is a global component, we use ReportActionContextMenu.showContextMenu to show them in ReportActionItem, so we should also hide them when the ReportActionItem is destroyed

Tests

1. Open the app on any device and login with user A
2. Open the app on any other device and login with user B (ensure that user A is present in one of the workspace to which user B is admin)
3. On user A device, open workspace to which user B is admin
4. On user A device, right click or long press on any of the self message and click on delete message to open delete confirmation popup
5. From user B device, remove user A from that workspace
6. Observe on user A device, when user B removes user A from workspace, verfiry the delete popup is hidden

• If any new file was added I verified that:
  • The file has a description of what it does and/or why is needed at the top of the file if the code is not self explanatory
• If a new CSS style is added I verified that:
  • A similar style doesn't already exist
  • The style can't be created with an existing StyleUtils function (i.e. StyleUtils.getBackgroundAndBorderStyle(themeColors.componentBG))
• If the PR modifies code that runs when editing or sending messages, I tested and verified there is no unexpected behavior for all supported markdown - URLs, single line code, code blocks, quotes, headings, bold, strikethrough, and italic.

yes, we should have discussed it earlier in proposal stage. I haven't thought emoji picker case when accept your proposal.
@arosiclair should we fix emoji picker as well here or separate issue? It seems like not simple fix.

Code LGTM. I'm not too worried about regressions for the emoji picker since we're adding a whole new code flow for dismissing it rather than modifying an existing one. Let's include that fix too
