[Performance fix #21831] Don't re-render ReportScreen unnecessarily when switching

When switching the ReportScreen we already have the skeleton height cached, but still setting the state every time.

• If a new CSS style is added I verified that:
  • A similar style doesn't already exist

Seems like the skeleton is hanging out there even if it does not have to. When you resize it dissapears or when you open RHP. @hannojg can you have a look at this please?

@mountiny Fixed it!

It was because recently there was this this.firstRenderRef introduced, which was always causing us to show the content only when we re-rendered once. However, with this change, we can render everything on the first render so it's fine.
