We are saving empty category to ONYX, It causes recent label appears in the Category list when there is no recent category

• If a new CSS style is added I verified that:
  • A similar style doesn't already exist

@s77rt It seems the original bug can't reproduce on the lastest main because we refactor the logic in this PR #27936 Could you help to confirm and then we can close this PR
