The hasExpensifyPaymentMethod method is used when going through KYC flow to determine if a user can move forward with a legitimate account to link to their wallet. It is also used to determine if a user can be shown the button to transfer funds out of their wallet if they have a legitimate linked account for doing so.

We were relying on the defaultCredit column of a bank account to determine this, but we should not be doing that any longer.

This PR updates the hasExpensifyPaymentMethod method to return true if the user has any PBA that is OPEN.

• If a new CSS style is added I verified that:
  • A similar style doesn't already exist

I do not think we need to pass a parameter from the back end, as it would be redundant. As long as the user has an OPEN PBA or debit card then this method should return true because something will be linked to the wallet.
