Fix bug when editing any IOU information the date is automatically reduced by one

Details

When the user edits any information on the Money Request details page, the date is decreased by one because it creates a new Date object using the user's timezone.

This PR has the changes below to solve this issue:

• Create a new method formatWithUTCTimeZone in the DateUtils to format the date using the UTC timezone.
• Change the method getCreated in the TransactionUtils to use the method formatWithUTCTimeZone to format the created date properly.
