Use mandatory survey on HybridApp in addition to web

Details

We want the mandatory survey to work on both web and HybridApp, but we want them to navigate to different places between the two.

Tests

1. Build HybridApp
2. Verify that when clicking Switch to Expensify Classic you see the mandatory survey
