[CP Staging] fix: taxpicker selection for tax settings

Details

This PR fixes taxPicker selection for tax settings. The tax picker was missing a policyID prop which is needed to get policy tax rates from onyx. Also, we needed to update logic for the selected tax Rate.

Tests

1. .Create a new (Collect) workspace.
2. Go to Collect workspace settings > More features
3. Toggle on Taxes.
4. Go to Taxes tab.
5. Click Settings > Workspace currency default.
6. Go to Foreign currency default.
7. Click on the selected default tax.
   Expectation: Make sure In Step 6 and 7, all other available taxes will show up in the list

• Verify that no errors appear in the JS console

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
