[No QA] Reduce string unions in Route type

Details

This PR solves a critical problem with the excess of string unions we have in the Route type, initially discovered here.

Due to the use of union types and string templates in the many getRoute functions we have on ROUTES.ts, the result type Route has reached a critical point where any addition to CONST.IOU.TYPE or CONST.IOU.ACTION is making the Route type spark several Expression produces a union type that is too complex to represent. TS errors across the project.

To fix that, I asserted every parameter that use string union types to only string, thus vastly reducing the total number of string unions in the Route type while keeping the type safety on those getRoute functions.

Futhermore, this PR refactors all usages of CONST.IOU.TYPE and CONST.IOU.ACTION scattered throughout the project to use IOUType and IOUAction
