This PR addresses the issue of the scroll position unexpectedly changing when adding a reaction to a partially visible message.

Tests

1. Navigate to staging.new.expensify.com
2. Open any chat
3. Send a message
4. Reply in the thread of the message
5. Click on header link to go back to originating chat
6. Scroll down to bottom and add a reaction using the "Add reaction" from the action menu and selecting from the emoji list
7. Verify that the scroll doesn't jump anymore and the message doesn't move / gets hidden anymore

• Verify that no errors appear in the JS console

@QichenZhu 👋 I noticed that your Tests steps don't really match the issue's action performed steps and we usually need to match that in the PR description's Tests since the PR is meant to fix the issue and not deviate the testing scenarios (unless different tests are specifically required).

Please edit the steps to match the issue's action performed, and instead of step 7, change it to basically mention verifying that the scroll doesn't jump anymore and the message doesn't move / gets hidden anymore.

Note

This is not a blocker for the PR, but it's important for the testers to verify that the issue is not reproducible once the PR is merged and is being tested.
