Fix a flickering effect when switching from a task report to its parent chat.
Straight revert of #40624

1. Open any chat, create a task and open the task report
2. In the task view, click on the header to go back to the parent report
3. Make sure there is no flickering when switching back to the parent report

  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines

Huh weird, thanks for testing too. I'll take a look again.

I ran a git bisect and found it was the same PR that we already reverted as the root cause of the issue, so I don't see what else it could be. I also can't reproduce the issue on main anymore. Let's still roll with this for the deploy, the report still eventually loads so nothing is critically broken.
