Fix: Multiline Text though clipped can be scrolled into view

Details

On mobile Web, multiline Text's clipped part can be scrolled into view by dragging selection cursor. This PR blocks scrolling entirely, through any mechanism, over overflown text.

Tests

1. Open Settings > Profile > Display name
2. Set very long first or last name (do not set both first and last name as long)
3. Open Settings > Share code
4. Long press the name under share code to toggle selection mode
5. Drag the selection cursor vertically
6. Verify that the clipped text cannot be scrolled into view
