Fix submit expense on internal Expensify policy

Explanation of Change

The expenses policy is owned by the accounts_payable@expensify.com, but its not whitelisted. So adding that account here.

For more context, the options are failing to be added here where the account has Expensify participants, but its not seen as owned by expensify account.

2. Go to the workspace chat
3. Click on the + button
4. Make sure you can see the Submit expense button there
5. Go to some open or submitted expense report
6. Click on the + button
7. Verify you can submit expenses there too
8. Submit an expense
9. Click on the Global Create +
10. Click on the QAB to submit expense to this policy
11. Verify the page in RHP opens and it's not showing not here page

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
• I verified all code is DRY (the PR doesn't include any logic written more than once, with the exception of tests)
