Fix desktop updates to install the latest one

Explanation of Change

Here's the numbered breakdown of the update flow:

1. New logic for update-downloaded
2. Check for updates using autoUpdater.checkForUpdates()
3. If versions match (result.updateInfo.version === downloadedVersion):
   1. Immediately quit and install the update using quitAndInstallWithUpdate()
4. If versions don't match:
   1. Download the update using autoUpdater.downloadUpdate()
5. Quit and install the update using quitAndInstallWithUpdate()
6. Log the debug error if any errors occur during the process.

This flow ensures that:

• If the correct version is already downloaded, we install it immediately
• If we need a different version, we download it first then install
• All steps are logged for debugging purposes
• Any errors are properly caught and logged

Tests

Precondition: Be on an older version of the desktop app. (v9.0.75-0 for example, when v9.0.75-1 is out)

1. Login and you should get the ‘A new version is ready’ - if you don’t, check for updates to start the download.
2. Ignore the update until another, newer version is ready (v9.0.75-2 in our example).
3. Update the app.
4. Verify that it has been updated to the newest available version.

Offline tests

Nothing happens because it requires to be online.

It adheres to proper capitalization guidelines (note: only the first word of header/labels should be capitalized), and is either coming verbatim from figma or has been approved by marketing (in order to get marketing approval, ask the Bug Zero team member to add the Waiting for copy label to the issue)
  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
• I verified all code is DRY (the PR doesn't include any logic written more than once, with the exception of tests)
• I verified any variables that can be defined as constants (ie. in CONST.ts or at the top of the file that uses the constant) are defined as such
