[HOLD] Fix resetNavigationState to properly reset rootState key after logout

Explanation of Change

This PR fixes rootState key reset after logging out.
Because keys were not reset correctly after logging out, the last report before logging out was opened after logging in.

1. Go to staging.new.expensify.com on incognito window.
2. Enter a new Gmail account.
3. Select Something else.
4. Enter name > Next.
5. Go to Settings > Log out.
6. Repeat Step 2 to 4, but with an EXISTING account.

Verify that after completing steps 1 and 2 the correct report is opened.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
