[Navigation] Settings - The last visited screen in the settings tab is not saved after refresh

Explanation of Change

This change introduces logic to persist and restore the last visited screen within the Settings tab for web users (desktop app included).

1. Web changes:

• Implemented saving and retrieving the last visited settings path to session storage on all web platforms using a predefined key.
• Implemented restoring the Settings tab state from session storage.
• Implemented a utility to get the last visited workspace screen from the restored state.

2. Other platform changes:

• Defined the same functions without functionality in index.native.ts so they don’t cause issues in mobile apps.

My changes were integrated into the existing navigation flow that handles redirection to the appropriate Settings tab. In addition to this, I extended the existing type definitions by adding specific types for Workspace screens, ensuring improved type safety and clarity throughout the navigation logic.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
