Create the pre-release using the new staging tag suffix

Explanation of Change

We were creating duplicate tags, one with the new -staging suffix and one without via the pre-release from gh release create. This was silently allowing more things to work, but will cause headaches down the road. This will prevent the github cli from creating a duplicate tag.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
