refactor: isolates setWorkspaceTagEnabled from Onyx.connect data

Explanation of Change

This PR is part of a refactor to remove Onyx.connect from the src/libs/actions/Policy/Tag.ts file and replace it with useOnyx.

It isolates the setWorkspaceTagEnabled function from the Onyx.connect data.

To ensure this refactor doesn't break anything, it adds automated tests to the setWorkspaceTagEnabled function.

Prerequisites:

• User with workspace
• Workspace with the Tags extension enabled

1. Log in
2. Go to the "Workspaces" tab
3. Select the workspace with the "Tags" extension enabled.
4. Go to the "Tags" settings
5. Click the toggle switch next to one of the tags.

• Check if the tag has changed its status

  • If you set it to disabled, it should not appear in the tag list when adding expenses
  • If you set it to enabled, it should appear in the tag list when adding expenses

• Verify that no errors appear in the JS console

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
