Add Error indicator for all workspace places if Uber credentials expired

Explanation of Change

When credentials expired for Uber - we need to show error message on the Receipt page and red dot indicators here:

• Red dot on the Workspaces tab in the LHB/Bottom Tab Bar
• Red dot on the workspace that contains the error in the list of workspaces
• Red dot on the Receipt partners menu item in the LHN of the workspace settings
• Red dot next to the three dots in the Uber connection card
• Red error message in the Uber connection card.

It adheres to proper capitalization guidelines (note: only the first word of header/labels should be capitalized), and is either coming verbatim from figma or has been approved by marketing (in order to get marketing approval, ask the Bug Zero team member to add the Waiting for copy label to the issue)
  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)

Hey @narefyev91 I don't know how to make it fail. I mocked the error data to see the error message and red dot, then I tried to click Enter your credentials and process to connect to Uber, but the error was still there. Can you please check it and add the test steps to make sure the error will be dismissed? Thanks

I think if you connect to uber again - it should clean up error from updated onyx data (API call)?

I honestly don't know how to test this outside of mocking it in dev. Pedro (from Uber) forced it on his side. I planned to ask him to take an org from active to inactive again to re-test this once deployed. 👍
