Related Issue

#67924 this might fix the issue, but not sure. It definitely improves the situation as the original bug for the PR we are reverting was not actually a bug, and the PR only made things worse.

Straight revert of #67013 as explained in Slack.

It's a straight revert, so we don't really need an author checklist, but here it is to pass the checks.

Passing entire objects as dependencies causes hooks to re-execute whenever any property changes, even unrelated ones. Specifying individual properties creates more granular dependency tracking, reducing unnecessary hook executions and improving performance predictability.

Replace the mileageRate dependency with its specific properties that are actually used in the effect:
