Prerequisite:

• have a default workspace with submission frequency turned off
• account has working selfDM

1. Press global create button > Track distance > Manual.
2. Enter any number and press Next.
3. Verify that the Rate field is disabled/non-interactive.
4. Press Create expense.
5. Verify that the newly created expense's Rate field matches the Rate from step 3.

Currently, the rate on the confirm page shows a policy distance rate instead of the P2P rate. This bug happens after #74662, specifically this line.

⚠️ I noticed an issue on certain platforms like native / mweb when the expense is created, seeing the 🔴 Rate not valid for this workspace error briefly, which could be reported as a regression coming from this PR. Check out my reviewer checklist (Android/iOS: HybridApp, Android/iOS: mWeb) for proof of this.

Let me know whether you think this is within the scope, then once this and the tests concerns are addressed - I can approve.

@ikevin127 we only need to turn off the Submission frequency on the default workspace. Added the rest.

I noticed an issue on certain platforms like native / mweb when the expense is created, seeing the 🔴 Rate not valid for this workspace error briefly, which could be reported as a regression coming from this PR.

This is happening on main, which is related to the bug I mentioned here
