[Hold Web-Expensify#50016] RBR for Concierge on export error

Explanation of Change

Dismiss Export Error Action (src/libs/actions/ReportActions.ts):
- Added dismissExportError() function that calls the new DismissExportError API
- Optimistically removes the action from the UI
- On failure, restores the action with an error message

API Types (src/libs/API/types.ts, src/libs/API/parameters/):
- Added DISMISS_EXPORT_ERROR to WRITE_COMMANDS
- Created DismissExportErrorParams type
- Added parameter mapping to WriteCommandParameters

Report Action Item (src/pages/home/report/PureReportActionItem.tsx):
- Modified dismissError callback to call dismissExportError for INTEGRATIONS_MESSAGE actions
- This allows users to dismiss export error messages by clicking the X button

LHN Scroll to Error (src/pages/home/sidebar/SidebarLinks.tsx):
- Added logic to find report actions with errors when navigating from LHN
- When clicking on a report with RBR in the LHN, the chat now scrolls to the specific error action

1. Web-Expensify PR should be deployed/running
2. Navigate to a workspace with an accounting integration configured (e.g., QuickBooks, Xero)
3. Submit an expense report and trigger an export failure (e.g., by using invalid integration credentials)
4. Verify the export error message in the chat:
   • Shows Concierge as the sender
   • Displays with red RBR error styling
   • Shows the error details from the integration
5. Verify the LHN shows the RBR indicator on the report
6. Navigate away from the report, then click on the report in the LHN
7. Verify the chat scrolls to the error action
8. Click the dismiss (X) button on the error action
9. Verify the error action is removed from the chat
10. Verify the RBR indicator is removed from the LHN

1. Log in to a workspace with an accounting integration (QBO, Xero, NetSuite, etc.)
2. Create and submit an expense report
3. Trigger an export failure (Invalidate credentials, for example)
4. Verify the export error shows:
   • Concierge as the author
   • Red RBR error styling
   • Error message details
5. Verify clicking the report in LHN scrolls to the error
6. Verify clicking dismiss removes the error action
7. Refresh and verify the error stays dismissed

• Verify that no errors appear in the JS console

It adheres to proper capitalization guidelines (note: only the first word of header/labels should be capitalized), and is either coming verbatim from figma or has been approved by marketing (in order to get marketing approval, ask the Bug Zero team member to add the Waiting for copy label to the issue)
  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
