Reset all "To" fields for the transactions when changing the report from another workspace while creating multiple scanned expenses based on this comment.

1. Go to staging.new.expensify.com
2. Create two workspaces.
3. Create an empty report in each workspace chat.
4. Open FAB > Create expense > Scan.
5. Upload multiple receipts.
6. On confirm page, click Report field.
7. Select the other report from another workspace.
8. Click navigation arrow on confirm page.
9. Note that To field on the first and second receipt show the same workspace.
