Explanation of Change

Action-based filtering is not needed for report navigation, so we added shouldSkipActionFiltering to bypass this logic.

1. Open the Expensify app.
2. Go to Reports > Approve
3. Open any report and see in header see have the 1 of X Arrows carousel to cycle through the other reports to approve
4. Click Approve button to approve report
5. Verify that the carousel still appears and that you can navigate to the next report to approve

After following steps in #77957, report carousel keeps remaining until back online.

Step:

1. Create two expenses in the workspace chat
2. Navigate to the Reports tab, select Submit in To-do section
3. Go offline
4. Open report A, click Submit button
5. Click back button - Verify that the submitted report A disappears in Submit section
6. Open report B
7. Observe that report carousel keeps remaining
8. Click back button
9. Go online
10. Open report B again
11. Observe that report carousel doesn't show anymore

BTW I'm reverting the changes in this PR. The client side filtering added caused a bad regression (and we shouldn't be doing this on the client anyways), so the flag added to skip the client-side filtering is also unnecessary #79714
