Add billable and reimbursable columns conditionally to reports view

Explanation of Change

If billable is enabled on the workspace, show the Billable column in the report view. This column will show either Yes or No as its value.
If there are any non-reimbursable expenses on the report, show the Reimbursable column in the report view. This column will show either Yes or No as its value.

1. Go to a workspace where billable is enabled.
2. Open the report details table and confirm a Billable column shows, with Yes/No per row.
3. Switch to a workspace where billable is disabled and confirm the Billable column is not shown.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
