fix: Travel - User without verification can trigger Request Sent state on Travel page

Explanation of Change

This PR fixes an issue where users without account verification could trigger the "Request Sent" state on the Travel page by simply navigating to the verification page and clicking back without completing verification.

4. Toggle on the Travel
5. Click on the Travel -> Let's Go button
6. Click back on the RHP without entering the magic code
7. Verify the Let's go button is in the same status because the account isn't verified yet

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
