Explanation of Change

This PR is part of a refactor to remove Onyx.connect for the keys: ONYXKEYS.COLLECTION.TRANSACTION from the src/libs/actions/Transaction.ts file and replace it with useOnyx.

It isolates the dismissDuplicateTransactionViolation function from the ONYXKEYS.COLLECTION.TRANSACTION Onyx.connect key .

Create duplicate expenses and dismiss duplicate warning:

1. Create 2 duplicate expenses in the same report
2. Open the report and check if expenses are marked as 'Potential duplicate'
3. Open the expense (RHP pops out)
4. Click 'Review duplicates'
5. Click 'Keep all'
6. The 'Potential duplicates' warning should disappear
