fix: Reports - Total report number (x of y) does not update when new report is created offline

Explanation of Change

Filter deleted reports from the navigation list and update the count when reports are added or deleted.

Tests

Test Case 1:

1. Go to the App
2. Log in with new account.
3. Create a workspace.
4. Go to workspace chat.
5. Create an expense and click Submit on the preview.
6. Create another expense and click Submit on the preview.
7. Go to Reports > Reports.
8. Go offline.
9. Click FAB > Create expense.
10. Submit an expense to workspace chat.
11. Open the new report and click app back button.
12. Click FAB > Create report.
13. Verify that the pagination number will update to 1 of 4.

Test Case 2:

1. Go to staging.new.expensify.com
2. Log in with a new account
3. Create a workspace
4. Go to workspace chat
5. Create an expense and click Submit on the preview
6. Create another expense and click Submit on the preview
7. Go to Reports > Reports
8. Go offline
9. Click FAB > Create expense
10. Submit the expense to workspace chat
11. Open the new report and click app back button
12. Click FAB > Create report (creates empty report 1)
13. Click FAB > Create report again (creates empty report 2)
14. Click FAB > Create expense (note: expense gets created in the last created report 2)
15. Click on the empty report 1 (the one with no expenses)
16. Delete it
17. Open expense report that is available beside it
18. Try to navigate to it using the navigation arrows

Expected Result

• Deleted reports should be skipped during navigation (not navigable) and navigation should jump directly to the previous or next valid report
• Navigation count should update after deletion (e.g., "1 of 3" instead of "1 of 4")
• Mouse cursor should show "not allowed" on deleted reports in the list and clicking should not open anything - it must be disabled

Actual Result (Before Fix)

• Infinite loading is shown when navigating to the deleted report
• The deleted report is still in the navigation flow instead of being skipped
• Navigation count still shows the old count including the deleted report (e.g., "1 of 4" instead of "1 of 3")
• Navigation gets stuck on the loading screen

Test Case 3:

1. Go to staging.new.expensify.com
2. Log in with a new account
3. Create a workspace
4. Go to workspace chat
5. Create an expense and click Submit on the preview
6. Create another expense and click Submit on the preview
7. Go to Reports > Reports
8. Go offline

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
