Update customUnitRateID to _FAKE_P2P_ID_ when unreporting expense

Explanation of Change

When a distance transaction is unreported:

1. Update customUnitID/customUnitRateID to _FAKE_P2P_ID_ to prevent "Rate out of policy" violation from being displayed.
2. Set the defaultP2PRate and update the distanceUnit, the quantity, the amount, the currency and the merchant
   • currency = currency of personal policy
   • distanceUnit = the default unit based on currency (e.g. for USD it's miles)

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
