[No QA] Fix Inbox telemetry span not ending on focus navigation

Explanation of Change

Added a useFocusEffect hook to ensure the ManualNavigateToInboxTab telemetry span properly ends when navigating back to the Inbox tab in scenarios where the SidebarLinksData component is already mounted. Previously, on mobile devices (and in wide layout on web), when the user navigates away from Inbox and returns via the bottom tab, the onLayout callback doesn't re-fire since the component is already mounted — leaving the telemetry span open indefinitely. This primarily affects mobile (iOS/Android), where the Inbox screen stays mounted in the background. The endSpan function is idempotent, so calling it from both onLayout and useFocusEffect is safe and ensures the span always completes correctly.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
