refactor hasIndependentTags function so return true only when

• no dependent tags
• at least one tag exists

Before, it returned true even if no tag exists

Tests

1. Go to workspace settings > Tags.
2. Tap Import.
3. Tap Multi-level tags.
4. Upgrade workspace if needed.
5. Disable "These are independent tags".
6. Enable "There is a GL code in the adjacent column".
7. Tap Import > Got it.
8. Delete all the tag.
9. Verify that "Employees see tags as State" will show up on the empty state.

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers

• Returns false when all tag lists are empty (the key fix in this PR)
• Returns true when tags are independent and at least one tag exists
• Returns true when at least one tag list has tags and others are empty
• Returns false when policyTagList is undefined
