Fix crash in mergePolicyRecentlyUsedCurrencies when Onyx value is not hydrated

Explanation of Change

mergePolicyRecentlyUsedCurrencies crashes with TypeError: t is not iterable when policyRecentlyUsedCurrencies is undefined/null (i.e. not yet hydrated by Onyx). The spread operator on line 3795 requires an iterable, but Onyx can return non-array values before hydration.

This adds the same Array.isArray() defensive check already used in the sibling function mergePolicyRecentlyUsedCategories (8 lines above), ensuring consistent defensive behavior across both functions.
