[No QA] [PERF] Improve ManualNavigateToReports - Remove duplicated calls to useLoadingBarVisibility

Explanation of Change

Remove duplicate useLoadingBarVisibility() from TopBar.

Both SearchSidebar and TopBar independently subscribed to the same Onyx keys (PERSISTED_REQUESTS, PERSISTED_ONGOING_REQUESTS). Now TopBar receives the value via prop; callers that relied on the internal fallback (BaseSidebarScreen, InitialSettingsPage, WorkspacesListPage) pass it explicitly.

Perf gains

Eliminates 2 redundant Onyx subscriptions and ~1 unnecessary render cycle in the search screen mount path.

Misc

[No QA] because this is a simple refactor.

  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
