Refactor: make create draft transaction and navigate to participant selector pure function

Explanation of Change

Refactored createDraftTransactionAndNavigateToParticipantSelector to receive transaction as an explicit parameter instead of reading it internally from the deprecated deprecatedAllTransactions Onyx collection.

• The function previously relied on the global deprecatedAllTransactions store to look up the transaction by ID internally. This made it impure and dependent on global state, making it harder to test and reason about. By accepting the transaction as a parameter, callers are responsible for fetching the data, which is more consistent with React/Onyx patterns (using useOnyx at the component level).

4. Tab header of report to open report detail page
5. Tap Submit it to someone
6. Verify that you are navigated to the Choose recipient step (not a crash or blank screen)
7. Select a recipient and create an expense
8. Verify that the expense is submit success
