[No QA] Add shouldSkipOnboarding params to OnboardingGuard log

Explanation of Change

Adds more context to the [OnboardingGuard] log statement when redirecting to the onboarding route. Previously the log only included the onboardingRoute value, making it hard to understand why users were being redirected. This change also extracts the shouldSkipOnboarding condition variables into named locals before the condition, improving readability and making all the relevant state visible in logs at once — which helps diagnose infinite redirect loop issues on the onboarding modal.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
