Reject
<br> and <br/> in tag-name forms
This flag delegates to FormProvider.onValidate(), but that validator explicitly whitelists <br> and <br/> via CONST.WHITELISTED_TAGS (src/components/Form/FormProvider.tsx, src/CONST/index.ts). In the tag/tag-list forms updated by this PR, admins can still create or rename a tag to <br>/<br/>; because the constant comment says the server strips HTML/XML tags, those inputs will still be mutated on save, so the special-character inconsistency this patch is fixing remains for a real class of names.
