Show deactivated Expensify Cards in workspace card management

Explanation of Change

When an Expensify Card has a $0 limit, the backend sets its state to STATE_DEACTIVATED (5). The frontend's filterAllInactiveCards function in CardUtils.ts includes STATE_DEACTIVATED in its closedStates set, which causes these cards to be filtered out of the workspace Expensify Card list. This prevents admins from seeing or managing these cards in NewDot.

This PR adds an includeDeactivated parameter to filterAllInactiveCards and creates a new filterInactiveCardsIncludingDeactivated selector used exclusively by workspace card management pages. All other consumers (wallet, overview, workspaces list, company cards, error checking) retain the existing filtering behavior.

Changes:

• CardUtils.ts: Added includeDeactivated param to filterAllInactiveCards, new filterInactiveCardsIncludingDeactivated selector, and updated getAllCardsForWorkspace to accept the flag
• Workspace card pages (WorkspaceExpensifyCardPage, WorkspaceEditCardLimitPage, WorkspaceEditCardNamePage, WorkspaceEditCardLimitTypePage): Switched to the new selector
• WorkspaceExpensifyCardDetailsPage: Passes includeDeactivated=true to getAllCardsForWorkspace
• Added unit tests for the new selector

Tests

1. Have an Expensify Card with a $0 limit set in Expensify Classic (state will be STATE_DEACTIVATED)
2. Open New Expensify and navigate to Workspaces > [workspace] > Expensify Card
3. Verify the $0 limit card now appears in the card list
4. Click on the deactivated card to view its details
5. Verify the card details page renders (not a NotFound page)
6. Navigate to edit the card's limit, name, and limit type pages
7. Verify all edit pages render correctly for the deactivated card
8. Verify cards in other views (wallet, workspace overview) still hide deactivated cards as before

• Verify that no errors appear in the JS console

Offline tests

1. While offline, navigate to Workspaces > [workspace] > Expensify Card
2. Verify the deactivated card still appears in the cached list
3. Verify no errors appear

QA Steps

1. Set an Expensify Card to $0 limit in Expensify Classic
2. In New Expensify staging, navigate to Workspaces > [workspace] > Expensify Card
3. Verify the $0 limit card appears in the list
4. Click on the card and verify the details page loads
5. Verify you can navigate to edit limit, edit name, and edit limit type pages

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
• I verified all code is DRY (the PR doesn't include any logic written more than once, with the exception of tests)

Conflicts resolved and merged main into this branch. The only conflict was in src/libs/CardUtils.ts — both branches were adding new exports to the module's export list (filterInactiveCardsIncludingDeactivated from this PR and getPersonalBankCardDetailsImage from main). Kept both.
