Call getThumbnailAndImageURIs unconditionally in ReceiptCell

Explanation of Change

ReceiptCell (used in the Expenses tab list view) guarded the call to getThumbnailAndImageURIs behind a check on receipt.source. When receipt.source was missing but receipt.filename existed (e.g., receipts added via email or billing), the filename-based fallback inside getThumbnailAndImageURIs was never reached, causing missing thumbnails.

This PR removes the guard and calls getThumbnailAndImageURIs unconditionally — the same pattern used by TransactionPreviewContent and MoneyRequestReceiptView — so the constructReceiptSourceFromFilename fallback can activate when needed.

Tests

3. Find an expense whose receipt was added via email or billing (where receipt.source is empty but receipt.filename is set)
4. Verify the receipt thumbnail now displays in the list view
5. Hover over the receipt cell and verify the preview popover also shows the receipt

• Verify that no errors appear in the JS console

Offline tests

N/A — This change only affects how receipt thumbnail URLs are resolved from existing transaction data. No network requests are added or modified.

QA Steps

1. Go to the Reports page
2. Click on the Expenses tab
3. Look for expenses that previously showed missing receipt thumbnails (particularly receipts added via email or billing)
4. Verify receipt thumbnails now display correctly in the list
5. Hover over a receipt thumbnail and verify the preview popover shows the full receipt image
