Don't wait for betas while transitioning

Details

The ReimbursementAccountPage would navigate the user away if their betas hadn't loaded before visiting the page.
Since everyone is on the freePlan beta, we shouldn't require it on the ReimbursementAccountPage. Now we don't need to wait for the betas to load before navigating to exit route of the transition flow.
