Update load balancer SSL policy to `ELBSecurityPolicy-TLS13-1-2-2021-06` (enforces TLS 1.2+/TLS 1.3, modern ciphers, improved security and performance).

Because when i bumped the version of the provider on components, there was a conflict because project is v1 component and was using the old provider so i had to replace it to make the tests run. |
