Develop conditional alerting system

Develop customizable alerting system (email, push notifications).

Update:
We now have webhook and discord notifications. But we currently push all events to the destination url.
TODO!:
We need to add conditions so that users can customize the type of notifications to receive and the interval at which they receive them.
