skip docker hub login if push is false

If we're not going to push to docker hub, there is no need to login (unless this is required for some of the preparatory steps?)

Moreover, trying to log in can even lead to errors, depending on the actor. See e.g. FAIRDataTeam/FAIRDataPoint#671
