USWINBQ Penalty Tablet Issues #929

Unfortunately, it'll be tough to characterize this, but I think a bug report is still helpful.
We had two issues at this event.
At the start of the event the scoring ref tablets still had fouls on them and penalties from the penalty ref phones weren't showing up properly. To rectify this, we had everyone sign out of the ref page on their tablets/phones and then uncheck and recheck the penalty tablet option on the match control page. After we did that, everything worked fine. I assume the tablets were connected to the scoring system when the option was initially checked (we reuse the same tablets, AP and server for every event, so this seems likely), which is a known issue. It seems like a check to prevent the checkbox from being checked when tablets are signed in would be appropriate here.
The other issue we had was one ref's phone appearing not to work properly. She was able to sign in and bring up the page, which didn't show the phone was disconnected from the scoring system. However, there were matches where he fouls weren't showing up properly on the head ref tablet, and her phone showed as stuck in Auto throughout the match. We had to manually add these fouls and have the scorekeeper force edit to lock the ref tablets out. When we switched her to a spare tablet, the issue did not reappear.
