Issue description

Impulse's entry states that "plus one [dust is consumed] for every Impulse except the first targeting an entity," however in this version it does not in fact do that.

Steps to reproduce

Here is an example. Below are two screenshots of a simple Impulse hex, with the first screenshot being before casting Thoth's Gambit to finish the Hex. In the list there are 10 identical (0, 1, 0) vectors.

Note that my Amethyst Dust in my hotbar - which is my ONLY source of media in my inventory - was only depleted by 10, instead of incurring additional Impulse costs.

Other information

Other Hexcasting addons I am using are MoreIotas and Hexal.
