Stages and admin-service should be split out as separate repositories, I think. Relink them back into the main repository through git sub-modules.
As part of this work, I think the version numbering on stages needs to be extended. My suggestion would be to change it to: x.x.x.y where x.x.x is the version of the hydra-api they use, and y is their own version within that api level.
