Easily implemented as a signal in the hydra collection in MongoDB.
Open question whether to implement as a Soft stop (e.g. Core simply stops serving documents to Stages) or by shutting down all Stages.
I lean toward the hard stop.
This feature could be used to pause the processing and allow to inspect the state.
