Blank Plans (Item)
The blank plan items are placeholders for the plan stamper that will assign for the builder what machine the user is going to create and also what options they chose. The plan will hold a list of all the items that are required for the builder to gather to make the desired machine.
There should be 1 blank plan for each tech level, and also a creative blank plan for each tech level. The creative plan will bypass max weights, and build time.
